The big difference between an unmanned and manned aircraft is SA (Situational Awareness). SA is the difference between a pilot and an expert pilot. Cheney 'ordered CIA to hide plan'
Basically, there was a new CIA project started right after 9-11 that Cheney was somehow associated with – and congress was never informed of the project. It didn’t go anywhere. A few people were trained. It had nothing to do with rendition, interrogation or domestic surveillance. Besides this, Panetta won’t say any more, except that he closed it.
